Tender opportunity – Healthy Child Programme – EOI deadline 27th June 2019 (12:00)

Wirral Council, NHS England and NHS Improvement North West are seeking proposals from suitably qualified and experienced providers for the provision of a Healthy Child Programme (Core Programme) 0-19 year olds for Wirral Service.

The 0-19 Service is an integrated programme, combining the functions of Health Visiting (0-5 years) and School Nursing (5-19 years). This is the public health nursing workforce. Public Health nurses are registered nurses and/or midwives with specialist additional training to develop knowledge and skills that bring together individual, family and community interventions to improve health in populations by assessing and responding to local need.

The service is an evidence-based universal programme available to all children and aims to ensure that every child gets the good start that they need to lay the foundations of a healthy life. Its universal reach provides an invaluable opportunity from early in a child’s life to identify families that are in need of additional support and children who are at risk of poor outcomes. As such, it builds on both a universal and targeted approached.

The service, to be commissioned and funded by Wirral Council will incorporate the following elements: 1. Healthy Child Programme 0-5 year olds: Health Visiting Service 2. Healthy Child Programme 0-5 year olds: Family Nurse Partnership 3. Healthy Child Programme 5-19 year olds: School Nursing Service 4. Healthy Child Programme 5-19 year olds: Vision and Hearing Screening Programme 5. National Child Measurement Programme (NCMP)

The additional service to be commissioned and funded by NHS England and NHS Improvement North West is: 1. The School Age Immunisation Programme NHS England and NHS Improvement North West directly commission all school aged immunisation programmes, as these programmes are an integral part of the Healthy Child Programme, the commissioning of these programmes is aligned with the wider 0-19 service and as such school age immunisations are tendered within wider 0-19 core services for Wirral. NHS England and NHS Improvement North West commission, contract and fund school age immunisation programmes independently of Wirral Council.
