This guidance is for the use of all those working with children, young people and their families and has been developed to support and improve multi agency working and to ensure the timeliness of early, effective and integrated services.
The guidance includes the Continuum of Need and the four Thresholds used in Children’s Services in Wirral. The thresholds of need give practitioners a common understanding of need and eligibility for preventative, statutory and protective services. The WSCB expects that all professionals working with children and young people in Wirral will be familiar with the thresholds and will use them to inform whether a referral (and at what level) is needed.
