The Workers’ Educational Association is the UK’s largest voluntary sector provider of adult education. We are a charity with a strong sense of social purpose, dedicated to bringing great teaching into the heart of local communities. All our educational provision is developed with this in mind and our courses can be set up almost anywhere – for example in clubs, community centres, village halls, schools, pubs or where people work.
The WEA North West Region has been allocated £1.1m to distribute to a range of suitable voluntary organisations across Liverpool City Region, to develop local projects to get unemployed people back into work. A dedicated team will be working for WEA on the European Social Fund (ESF) Community Grants project, with the present contract ending on 31 March 2018.
We are currently seeking to appoint an ESF Project Organiser (Ref No ESFCGPO01) and ESF Project Administrator (Ref No ESFCGPA02) to manage this programme.
ESF Project Organiser – North West Region
Based in Liverpool
Fixed Term Contract (until 31 March 2018)
Part time 28 hours per week (0.8 FTE)
Starting Salary: WEA Scale D £30,388 per annum, pro rata (actual salary £24,310.40 per annum)
We are looking to recruit a Project Organiser responsible for developing, delivering and managing a £1.1m ESF European Social Fund community grants programme.
The post-holder will work with key stakeholders to ensure their active engagement in the management of community grants in the area, including grant panels and a steering group. You will encourage and support the submission of a range of strong grant applications from communities across Liverpool City Region, ensure that the decision making process is fair and transparent and support successful applicants to deliver effective projects. You will liaise with the LEP and the SFA to ensure that the programme meets the objectives of our funders and the standards of their auditors.
The role requires experience of working in (or closely with) the voluntary and community sector; understanding the range of needs voluntary organisations have and how these can best be met. You will need excellent numeracy skills (e.g. handling budget figures accurately) and good understanding of budgeting and financial accountability, as well as experience of evaluating and monitoring funding proposals.
You will need effective verbal communication and presentation skills. A strong track record in implementing systems and procedures, maintain accurate and comprehensive records. A methodical and accurate approach to work with good timekeeping, punctuality, ability to work independently and meet required deadlines.
The post-holder will be willing to work flexibly, sometimes outside normal office hours and be willing to travel across Merseyside and Halton to both promote and support the implementation of ESF community grants.

ESF Project Administrator
Based in the Regional Office – Liverpool
Fixed Term Contract (until 31 March 2018)
28 hours per week (0.8 FTE)
Starting Salary: WEA Scale B+ £18,666 per annum, pro rata (actual salary £14,932.80)
We are looking to recruit a Project Administrator who has experience of accounting systems, monitoring project activity, collating and preparing essential information to funders.
The post-holder will be responsible for monitoring procedures, for reporting progress of funded community projects and their achievement against agreed project outcomes, as well as monitoring project finances and returns. The post holder will need to be confident in collating both administrative and financial information in order to present accurate and timely information to the Project Organiser and the Regional Management Team.
You will take a methodical approach to your work, with good attention to detail and have the ability to multi-task whilst working with minimum supervision. You will need to have a strong track record in maintaining and preparing accurate and comprehensive records ready for audit. Good numeracy, writing and IT skills are essential for this post and effective communication skills to build good relationships with a variety of community groups receiving the grants.
